Housing and Urban Development

Anyone wishing to construct or carry out restoration of an existing building or make changes , must obtain a building permit .

What are the parts needed to build a record of a building permit ?

 

Documents to be provided when applying for an individual construction permit

1- An application written on a regular piece of paper addressed to the mayor
2- The ownership title or a court decision or any other document proving the ownership of the land on which the building is to be constructed (and the land plan when possible)
3- 05 copies or more of the construction project (architectural plan) drafted by an architect who must be necessarily a member of the Tunisian Association of Architects except for the following cases:
- building up an individual house which area does not exceed 80m²
- expansion of an individual house as long as the area after the expansion does not exceed 100 m²
- building up a fence
4- the receipt proving the payment of all municipal taxes
5- the receipt of tax return for natural or moral persons
6- a listing decision if the land adjoins the marine public domain or the road public domain and national networks


Documents to be provided when applying for horizontal construction permits and permits for commercial complexes and apartment buildings

1- An application written on a regular piece of paper addressed to the mayor
2- The ownership title or a court decision or any other document proving the ownership of the land on which the building is to be constructed ( and the land plan when possible)
3- 04 copies or more of the construction project (architectural plan) drafted by an architect who must be necessarily a member of the Tunisian Association of Architects
4- the receipt proving the payment of all municipal taxes
5- the receipt of tax return for natural or moral persons
6- a listing decision if the land adjoins the marine public domain or the road public domain and national networks
7- an environmental impact study for the development and equipment projects which may have a negative effect on natural environment (listed equipment and buildings)


Term for processing applications

- 45 days from the application date
- 60 days if the regional development plan is being drafted or under revision
- 90 days if the planned construction is located at 200 m around natural, historical and archaeological sites.

Validity of permits:

The permit is valid for a period of 3 years from the date of its delivery.
The validity may be extended for the same period as long as the project has not been modified. The extension application shall be submitted one month before the end of the permit validity.

Documents to be provided for the division of a land int

1- An application written on a regular piece of paper
2- 8 copies of the application for the division of a land into plots ( form 79) with an authenticated signature
3- Two copies of the ownership title or a court decision or any other document proving the ownership of the land to be divided into plots
4- Two copies of the land plan
5- 8 copies of the specifications
6- 8 copies of the division plan drafted
7- An agreement from ONAS 
2 copies
8- An agreement from STEG 
2 copies
9- An agreement from SONEDE 2 copies
10- a listing decision if the land adjoins the marine public domain or the road public domain and national networks
11- 2 copies of the Ministry of Agricultre’s or the Water Department’s decision if concerned land adjoins a watercourse
12- the receipt proving the payment of all municipal taxes
13- the receipt of tax return for natural or moral persons
14- a topographical plan drafted by a certified engineer-topographer
